Frightened City, The

Synopsis

The 'protection racket' is rampant in London. The basic procedure for the crooks is to threaten shop-keepers and café proprietors with the destruction of their premises unless they pay a regular weekly sum of money for 'protection'. There are six main gangs who run the racket in London and one day it occurs to a certain crooked accountant, Waldo Zhernikov, to amalgamate all the gangs into one vast organization. He employs Harry Foulcher, one of the gang-leaders, to do this for him.
